An ordinance amending Chapter 20 “Boards, Commissions and Committees” of the City Code thereby allowing the Downtown Development Advisory Board regular member terms to be three-year terms.

The Mesquite Downtown Development Advisory Board was established by the City Council on Dec. 17, 2018. The Board serves as a liaison to the City Council and makes recommendations regarding Downtown Mesquite Development initiatives, makes recommendations to the City Council for incentive programs, reviews applications for City Council-approved incentive programs and recommends action regarding applications, monitors programs and activities of the Organization, Promotion, Economic Vitality and Design Committees of the Board, serves as a forum for the exchange of information related to current or future Downtown Mesquite Development programs, and updates City Council of the status of Downtown Mesquite Development progress as needed.
Downtown Mesquite was designated an official Texas Main Street program community on Jan. 1, 2019. With state and national designation came a commitment to intensive, ongoing training for local board members. A typical training cycle for board members is three years due to the depth and breadth of information and data related to the program; original formation of the board was based on three-year terms, with only one-third of board terms ending each calendar year. This cycle provided for continuity of operation and retention of fully trained board members. Strategic plans currently in use are also based on this cycle.
Best industry practices provide that training cycles and strategic plan coordinate with board term cycles to provide for optimal program implementation.
Recommended/Desired Action
Staff recommends approval of the ordinance.
