A resolution authorizing the City Manager to finalize and execute Amendment No. 1 to the Interlocal Agreement with the Dallas County Hospital District d/b/a Parkland Health and Hospital System for BioTel/EMS System Social Work and Emergency Medical Technician (EMT)/Paramedic Support for the Southeast Collaboration Crisis Intervention Team for a total not to exceed $607,178.00, and renewing the agreement through September 30, 2023, subject to annual appropriation of funds.

Body
The Cities of Balch Springs, Mesquite, Seagoville and the Town of Sunnyvale were awarded a Dallas County New Directions in Public Safety grant in March 2021 for a multi-jurisdictional mental health response team to provide both proactive and reactive mental health services within the participating jurisdictions. On August 16, 2021, Council approved Resolution No. 44-2021 authorizing the City Manager to enter into an Interlocal Agreement with Dallas County Hospital District d/b/a Parkland Health and Hospital System for staffing for one mental health response team consisting of one social worker and one EMT/Paramedic for Fiscal Year 2022. This single team has been in service and responding to mental health calls within the participating jurisdictions since November 08, 2021. Due to the success and resulting demand put on this new response resource, the Southeast Alliance Governance Board voted on January 11, 2022, to add a second response team.

This proposed Amendment No. 1 includes the following:
* Restates the agreed to price of $176,089.00 per year for the first mental health response team ($14,674.08 per month)
* Adds a second team consisting of one social worker and one Paramedic for $180,000.00 per year ($15,000.00 per month) to begin on May 01, 2022
* Updates the payment terms from yearly to monthly
* Extends the current term of the Interlocal Agreement to September 30, 2023
