RFP No. 2022-026 - Multi-Year Service Contract for Recyclable Materials Processing.

(Authorize the City Manager to finalize and execute a contract with FCC Environmental Services Texas LLC for recycling processing services.  The term of this contract is for a five-year period, with two additional one-year renewal options.  The City Manager is authorized to execute the renewal options, subject to annual appropriation of sufficient funds.) 

 

Body

The Request for Proposal documents were distributed to vendors through the Periscope Holdings electronic bidding system, posted on the City’s website and an Advertisement for Bid was published in the Daily Commercial Record newspaper.  A total of three responses were received.  Using the scoring matrix in the RFP, staff evaluated all three bidding companies.  FCC Environmental Services Texas LLC, the City’s current vendor, meets all of the specifications and is the best overall value to the City. 

 

The current contract, which expires on April 22, 2022, with FCC Environmental Services Texas LLC has a processing fee of $60.00 per ton for all delivered recyclable materials to the processing facility. The proposed new fee will be $27.80 per ton which will result in significant cost savings to the Solid Waste budget.  The term of this contract is for five years with two one-year renewal options. 

 

Financial Implications

The City’s recycling tonnage averages 2,000 - 2,200 tons per year and all processing fees paid to the City’s vendor are paid through solid waste fees collected on the monthly residential utility bill. The proposed flat rate processing fee of $27.80 per ton will not only result in additional savings to the Solid Waste budget but will also assist Solid Waste in budgeting for future years.

 

Recommended/Desired Action

Staff recommends award to FCC Environmental Services Texas LLC.
