The City currently employs a Java-based system for maintenance staff to access the various Building Automation Control Systems throughout municipal facilities. This system is nearing obsolescence and will not be supported by Windows 11 operating systems. Java based systems are also not as secure against cyber-attacks and the City's IT Department recommends a server-based system such as the one proposed.

The upgrade includes all hardware, graphics and programing required to upgrade the 12 systems currently in place. The locations are as follows:

City Hall 757 North Galloway Avenue
Animal Shelter & Adoption Center 1650 Gross Road
Mesquite Arts Center 1527 North Galloway Avenue
Service Center 1101 East Main Street
Florence Recreation Center 2501 Whitson Way
Community Services Building 1616 North Galloway Avenue
George A. Venner, Sr. Municipal Center 1515 North Galloway Avenue
Mesquite Police Building 777 North Galloway Avenue
Rutherford Recreation Center 900 Rutherford Drive
Evans Recreation Center 1116 Hillcrest Street
Main Library 300 West Grubb Drive
North Branch Library 2600 Oates Drive

Bid documents were broadcast through the Periscope Holdings electronic bidding system, posted on the City's website and published in the Daily Commercial Record newspaper. Texas Building Controls, LLC submitted the only bid response.

Financial Implications
This project will be funded through the Facilities Maintenance Capital Budget.

Recommended/Desired Action
Staff recommends award to Texas Building Controls, LLC.
