(Staff recommends ratification of the contract with Texas Materials Group Inc., dba Oldcastle Materials Texas, Inc., and TexasBit, a CRH company, for the purchase of Hot Mix Asphaltic Concrete Pavement, Type B, in an amount not to exceed $86,445.45, through an Interlocal Cooperative Purchasing Agreement with the City of Garland. The term of the contract is for a one-year period, with two additional one-year renewal options. The City Manager is authorized to exercise the renewal options, subject to the annual appropriation of sufficient funds.)

This item is for ratification of the purchase of 1,372.15 tons of Hot Mix Asphaltic Concrete (HMAC) Pavement, Type B, utilizing an Interlocal Agreement with the City of Garland. The Streets Division purchased HMAC Pavement, Type B, from TexasBit in the amount of $86,445.45. The purchase was for two projects that have been completed - asphalt overlay of (1) Faithon P. Lucas, Sr., Boulevard and (2) Berry Road. Hot Mix Asphaltic Concrete Pavement, Type B, was used as it is a stronger binder with Type D, which is a finish grade. It was discovered upon payment processing that the City's contract for Type D HMAC mix was only with TexasBit. Therefore, the City proposes to utilize the Interlocal Agreement with the City of Garland and piggyback off their contract with TexasBit for the Type B HMAC.
This proposal would allow the Street Division to purchase Hot Mix Asphaltic Concrete Pavement, Type B, as a base layer to overlay roads where there is a high volume of commercial traffic. The Streets Division has previously spent $86,445.45 and would like to utilize the City of Garland contract moving forward for the remainder of their renewal periods.
