Title
Authorize the City Manager to finalize and execute Change Order No. 4 to Bid No. 2019-040, Town East Boulevard Water, Paving and Drainage Reconstruction Project from US Highway 80 to Skyline Drive, with Tiseo Paving Company, for additional services required, in the amount of $197,572.85.

Body
City Council awarded a construction contract to Tiseo Paving Company on June 17, 2019, for the reconstruction of Town East Boulevard from US Highway 80 to Skyline Drive in the amount of $12,963,840.55.

Change Order No. 1 in the amount of $34,632.00 was required to remove the old, shallow 24-inch water line pipe which is in conflict with the installation of proposed storm sewer and to adjust the alignment of the new 24-inch water line due to actual conditions in the field.

Change Order No. 2 (no cost) added 50 days to the construction contract for coordination with franchise utility companies and additional utility work.

Change Order No. 3 in the amount of $148,703.00 added 60 days to the construction contract and added various landscaping items including removal and reconstruction of fencing, tree trimming, entry signs, and irrigation sleeves.

Change Order No. 4 in the amount of $197,572.85 adds 81 days to the construction contract and includes 1,029 square feet of screening wall (maximum 3 feet tall), 92 linear feet of 8-foot-tall precast concrete screening wall, two pipe bollards, 979 linear feet of conduit, and removal and replacement of 8-foot-tall screening walls at the Bradford entrance with entry signage.

Financial Implications
This project is funded by a combination of Certificates of Obligation (CO), Drainage Utility District funds (DUD), Water/Sewer funds, along with funding from the Dallas County 6th Call for Projects and has adequate funds to accommodate this change order.

Recommended/Desired Action
Staff recommends the City Manager be authorized to execute Change Order No. 4.
