Bid documents were broadcast to vendors through Periscope Holdings electronic bidding system, posted on the City's website and an Advertisement for Bid notice was published in the Daily Commercial Record newspaper. Three bid responses were received.

The proposed contract is a unit cost contract, meaning that the total amount expended will be determined by the number of properties that require abatement and reoccurring maintenance. Further, abatement services will vary, depending on several factors, such as weather, conditions of the property, and voluntary compliance. The quantity used for bidding and tabulation is based on historical data that includes the number of properties that required automatic reoccurring maintenance.

The bid tabulation reflects a general increase in cost for all abatement services. Savings from the Annual Property Maintenance Abatement Contract will be used to offset the increase of the proposed vacant property contract. To prevent disruption in service or schedule, Staff is recommending award to the most advantageous bidder based on historical quantity data tabulation.

Financial Implications
Costs associated with work completed by the approved vendor will result in a lien on a property, plus administrative and filing fees.
