Discuss results from the public meeting and citizen survey regarding the preliminary design schematic for Town East Boulevard from US Highway 80 to Skyline Drive and for Skyline Drive from Town East Boulevard to Peachtree Road.

Prior to beginning the design for Phase 2 of the Town East Blvd. Reconstruction Project, Skyline to US80, staff sought input from residents on the ultimate roadway design. During this public input period, it was determined that the ultimate design of Skyline Drive from Town East to Peachtree was needed. Staff developed several roadway schematics to address declining roadway conditions, accommodate existing and future traffic demands and address resident concerns with traffic speeds, safety, noise, vibration and roadway amenities.
As part of the public input process, a public meeting was held on February 27, 2018 at Rugel Elementary School to present various design options and gather input from residents. Approximately 140 residents attended the meeting. Following the meeting, staff distributed surveys to all attendees and mailed 1,100 letters to residents in the Skyline/Town East Area. A video of the public meeting, public meeting materials, and the Traffic Impact Analysis were posted on the City's website. An online version of the survey was also made available to residents.
A total of 214 mailed and 56 online surveys were returned to staff. The survey results are listed below:
Town East Blvd. - Skyline to US80
Option A - Four Lane Section with screening wall and trail - 71%
Option B - Six Lane Section with screening wall and sidewalk - 29%
Skyline Drive - Town East to Peachtree
Option A - Three Lane Section with dual turn lanes - 33%
Option B - Four Lane Undivided Section - 26%
Option C - Four Lane Divided Section - 33%
Option D - Existing Four Lane Section - 9 %
The proposed schedule for the completion of this project anticipates design completion in the fall of 2018 and construction to begin in early 2019. ...
