Authorize the City Manager to finalize and execute a supplemental agreement (Phase II) to the Construction Manager at Risk contract with SEDALCO, Inc., to establish the Guaranteed Maximum Price (GMP) of $5,728,720.00 for construction services of new Mesquite Fire Station No. 4.

 

Body

SEDALCO, Inc. was selected through a competitive bid process and awarded a Construction Manager at Risk (CMaR) contract on July 02, 2018, for the design phase (Phase I) of the new Fire Station No. 4 project. Throughout this phase, SEDELCO has worked with both the City’s contracted architect (Brown Reynolds Watford Architects) and the Fire Department to refine cost estimates and to ensure that construction materials and techniques specified are cost efficient, without affecting the scope and quality of the project. As outlined in the CMaR design contract, SEDELCO has developed and submitted to the City of Mesquite a GMP to construct the new fire station based on the Architect’s 95 percent construction drawings and specifications.

 

The total GMP for the base fire station design and specifications, not including any add or deduct alternates, is $5,728,720.00. After careful review of the submitted GMP and all add and deduct bid alternates, staff recommends accepting the base bid GMP of $5,728,720.00. This GMP includes the CMaR construction services fee of 4.75 percent of construction costs.

 

If this supplemental agreement is approved, SEDELCO will proceed to publicly advertise and take bids from all construction trades needed for this project, pursuant to Section 2269.255 of the Texas Government Code, as amended. Bids will be awarded by the CMaR with the concurrence of the City of Mesquite. If, after award of bids, the total construction costs are less than the GMP, the difference will be to the benefit of the City of Mesquite.

 

Construction is estimated to begin early April 2019 and conclude in the spring 2020.

 

Financial Implications

The budget for this project is $7,230,000.00. In addition to the construction costs included in the GMP, the project budget amount consists of land acquisition costs of $141,868.00, anticipated architectural and professional fees of $812,000.00, estimated owner supplied equipment costs of $300,580.00, plus an owner’s contingency amount of $200,000.00. Funding for this project is from the sale of certificate of obligation bonds.

Authorize the City Manager to finalize and execute a supplemental agreement (Phase II) to the Construction Manager at Risk contract with SEDELCO, Inc.
